I have both the PATA and this, the SATA version. Essentially, it's an aluminum shell with a combination IDE-to-USB convertor/case lid and the weirdest USB cable I've ever seen. Oh, and the most useless screwdriver in the world.
The packaging has changed since I got my IDE enclosure from them (USB 2.0 to IDE 2.5" Hard Disk Drive HDD Aluminum External Case Enclosure). It's no longer in a cheap cardboard box, but in a little plastic bag. They've also left off the vinyl case, which was more or less useless in the first place. It also cost $[...], or at least that's what I get from the price comparison between that one and this one. But they included that screwdriver...
I had won a laptop HD from HotHardware.com (nice guys, know their stuff, write well, give stuff away regularly), and wanted to put it together as an external drive for a blind friend so that he could store music on it. Simply put, this works. Now, remember that you will need a POWERED USB port-- you may not be able to hook this up to a hub, and if your laptop drive sucks a lot of power, it may be too much for the USB port to supply. But my Seagate is operating fine.
About that cable: Some people think the "second head" is for USB 1.1 connectors, others believe it's to plug into another USB port just for power for older 2.5" drives. I don't know. My drive worked with just the "main" head and tail. Since the instructions don't tell you squat, here's how to do it: Use the plug with two wires coming out of it. That can go either into your computer or your drive; let's say you plug it into the drive. The other end of the long cable goes into your computer's USB port. Voila! You just have that short cable dangling from one of the connectors. Slip the ziplok bag that the screws came in over it and tape it in place if you think it may cause problems. Or just ignore it.
The screwdriver, as I hinted earlier, is as useless as a customer service hotline operator. If you're doing ANY work on your computer, you should have a set of jeweler's screwdrivers. The smallest Philips Head screwdriver in the case should work.
For [...] bucks you get a case that will serve your needs and not require a wall-wart power supply. I say it's a good deal. HDE ships as promptly as any Amazon affiliate, and that's coming from a return customer. Now, if we could only get a writer of English to redo their instructions...
