I bought these as stocking stuffers for my three adult daughters, hoping they would help to keep them safe when alone, but they are basically just toys. While they sound loud when activated in the house, they don't sound loud enough to draw much attention when outdoors. I would not depend on these to be of much help so I guess 100 decibels is not enough.
